Why is the file bigger than the JPG? +
JPG is compressed. This TIFF is uncompressed RGBA, so it's much larger. In return you get no further quality loss and broad print compatibility.
Does converting back to TIFF improve quality? +
No. The JPG already threw away some detail. TIFF just stops the bleeding. It can't recover what's gone.
