Why convert MP3 to OGG? +

OGG with the Opus codec is usually smaller than MP3 at the same perceived quality. Opus is also open and royalty-free, and well supported on the web and Android.

Will the conversion reduce quality? +

Both MP3 and OGG/Opus are lossy, so transcoding adds a little loss on top of the MP3. At a normal bitrate you usually can't hear the difference.
